European Defense Fund. Conception, mechanisms, tools

I2DS2 - EDF

Overview

The I2DS2-EDF workshop critically and actionably addresses the conceptual benchmarks, working mechanisms, and tools dedicated to the European Defense Fund (EDF), in the form of a creative, dynamic, flexible and interactive information and debate program fully adapted to the requirements. the national research, development and production community of military and dual-use equipment and technologies. ..

 

With a budget of over € 13 billion, EDF is the European Commission's latest initiative in joint defence and security to increase the EU's strategic autonomy within the international system. EDF consists of two components: the research window, the development and procurement window (capabilities window).

 

The research component will receive funding from 2017, with € 90 million to be allocated by the end of 2019. After 2020, € 500 million per year will be allocated to research grants carried out exclusively through partnerships between the Member States. .

 

The development and procurement component will seek to stimulate cooperation between Member States for the joint development and procurement of military equipment and technology. Only partnership projects are eligible (eligibility is conditional on the existence of projects involving the collaboration of at least 3 participants from at least 3 Member States), with a budget of EUR 500 million for 2019 and 2020 and EUR 1 billion per year, starting with 2021.

 

In this context, the preparation of economic agents in the defence sector and state institutions in responsible and related fields for understanding and applying the defining requirements in accessing European funds in the fields of research, development and production of military equipment is an important opportunity necessity. Strategic, to which I2DS2 has joined and is involved in contributing to the construction of the Romanian dimension of DEF.

I2S2-EDF is addressed to managers and specialists in the defence industry, specialists from state institutions operating in the fields of defence, European affairs, European funds, and scientific research and technological development entities with applications in the field of defence.

Duration

I2S2-EDF is a program with a duration of 6 hours so that the presentation activities can be harmoniously combined with those of debate and teamwork.

The working interval is 9.00 - 15.00.

 

Number of participants

To ensure the optimal degree of interaction between coordinators and participants and to cover efficiently the time allocated to practical exercises, the number of places is limited to 15.

The I2S2 strategy is for each participant's voice to be heard.

 

Fee

The participation fee is 400 RON (VAT included)

The participation fee includes beverages during breaks and program materials.

Speakers

 

Niculae Iancu is a national security expert. He has worked in the field of international military cooperation and strategic planning, with relevant expertise in NATO, multinational military operations, integrated security, defence and intelligence planning and public policies. He is currently an associate professor in security studies and a contributor to the Monitoring of Defense and Security (MAS), a publication of Mediafax, on national and international security, NATO and EU issues.

 

Gheorghe Tibil is a graduate of the European Security and Defense College, with extensive experience in national, NATO and EU. He has advanced expertise in the fields of defence policy, European security and planning and capability development in the context of NATO and the EU (European Defense Agency). He is currently a correspondent for the Monitor for Defense and Security (MAS) in Brussels and a MAS contributor on current issues related to developments within the EU and NATO.
